Conditions of use
These Conditions of Use apply generally to all sportsgrounds (including the velodrome located at Packer Park, Leila Road, Carnegie) pavilions and associated areas such as car parks under the control of Council at any time whether owned, operated, borrowed or leased by Council (facilities).

The Creating a support sports club environment for mental health is a resource that supports sport clubs and associations with the important role they play in the health and wellbeing of our community.
It provides a range of evidence-based resources directly targeted at sports clubs and associations and includes a reference list of health and wellbeing support services available to assist you.

Fair Access Policy and Action Plan
The Fair Access Policy and Action Plan support our commitment to providing opportunities for everyone to participate in community sport and active recreation.
The Policy works to eliminate gender inequality and create a fairer playing field to make community sport and recreation safe, accessible and inclusive — for everyone — from players, coaches, and administrators to volunteers, spectators and officials.
The Action Plan identifies specific actions to progress gender equity in community sport through policy, governance, programs, communications, and delivery of services. It involves Council and sporting clubs working together and outlines specific actions for both Council and clubs to deliver.

GET Active — Future of Sport and Active Recreation
In 2031, do you know how many football players will be playing in Glen Eira, how many lacrosse fields will be required in Glen Eira or what new or modified sports will need facilities? GET Active establishes a framework to guide Council’s future provision and management of sporting and recreation facilities.
GET Active focuses on the importance of sport and active recreation, now and in the future, and contains information on:
- organised sports participation data
- existing sports facilities
- key trends and future sports demands
- recommendations to meet these demands
- opportunities to improve access, diversity and integration of active recreation opportunities.

Licensed sports club allocation and charging policy
The purpose of the Licensed sports club allocation and charging policy is to:
- provide a consistent, transparent and easily understood process to govern the allocation of Council managed sports facilities to community sports clubs through seasonal licence agreements
- assess and prioritise requests for use of Council managed facilities, including new, variations to existing or ongoing tenure requiring review, to achieve optimal facility utilisation and maximise participation opportunities for the community
- create flexibility for the allocation of sportsgrounds to support the shared use of open space between sport and other activities
- to ensure the seasonal fees associated with licence agreements for facility use are calculated in a fair and accurate way, that aligns with allocation provision
- support, promote and facilitate sports clubs that are accessible to all members of the community.
This policy does not apply to community sports clubs that utilise Council owned facilities under a sports club lease agreement.

Pavilion Redevelopment Strategy
The Pavilion Redevelopment Strategy provides a clear and equitable framework for prioritising investment into pavilion upgrades and redevelopments.
The Strategy provides an overview of:
- existing pavilions
- the purpose of pavilions
- identifies future needs and opportunities
- pavilion design
- priority listings (that are subject to financial planning decision, external factors and competing demands for Council resources).

Provision of sportsground lighting policy
The objective of the Provision of sportsground lighting policy is to:
- provide for the installation, maintenance and upgrade of sports ground lighting infrastructure
- provide a consistent and transparent approach to requests for increased lux levels for the purpose of night competition for football (all codes)
- outline the funding and requirements for maintenance of lighting upgrades
- maximise the use of sports grounds with consideration of ground conditions and impact on surrounding amenity
- support the shared use of sports grounds by providing sports ground lighting for community use
- meet relevant Australian Standards in sports ground lighting provision.

Tennis Strategy
Council prepared and adopted a Tennis Strategy on 27 November 2018, providing clear and pragmatic actions towards improving the long-term sustainability of clubs, increasing participation and creating vibrant local clubs. The Strategy directly relates to:
- people and participation, focused on both retention of existing clubs and their members, as well as improving broader community access to tennis facilities
- facilities and management, including current facility condition audits
- directions and actions to assist in supporting the tennis community.
