We offer free disabled parking permits as part of the new Victorian Accessible Parking Permit Scheme. Permits give parking concessions to those with impaired mobility.

Apply for a disabled parking permit
Victoria is transitioning to the new Accessible Parking Permit (APP) Scheme — a simpler, quicker and fairer disability parking permit process.
We are now processing parking permit applications online as part of our adoption of the new state-wide Accessible Parking Permit (APP) Scheme. If you require a new permit, or need to renew or replace a permit, you will need to apply with the new online application process.
All existing Glen Eira City Council issued permits will remain valid until they expire.
Three different parking permits are issued under the APP Scheme:
- An Australian Disability Parking (ADP) Permit — formerly the Category 1 Blue disabled permit
- A Double Time (DT) Permit — formerly the Category 2 Green Permit
- An ADP Organisational Permit — formerly Blue organisation permit
Long term permits are now 5 years. Short term permits are now 6, 12 or 24 months. All current permit holders must undertake a medical assessment when they renew into the APP Scheme. Permit holders can now be assessed as having a permanent medical condition or disability and will no longer require medical assessments to renew permits.
How to apply
Individual applicant — renewing or applying for a new permit
- Start your application online at accessibleparking.vic.gov.au
- You’ll receive an application reference number via SMS
- Take your reference number to your GP or Occupational Therapist
- Your GP or occupational therapist will complete an online assessment and submit your application
- We (Council) will review the application
- If your application is successful, you’ll receive your permit in the mail.
Organisation applicant — renewing or applying for a new permit
- Start your application online at accessibleparking.vic.gov.au
- You’ll receive an application reference number via SMS and email
- We (Council) will review the application
- If your application is successful, you’ll receive your permit in the mail.
Replacing an existing permit
- Start your replacement application online at accessibleparking.vic.gov.au
- You’ll receive a replacement application reference number via SMS and email
- We (Council) will review the application
- If your application is successful, you will be able to pick up a replacement permit from the Council office, or receive it in the mail.
