Amendment C256glen

The Glen Eira City Council planning authority has prepared Amendment C256glen to the Glen Eira Planning Scheme.

The land affected by the amendment is within the Elsternwick Major Activity Centre (MAC). This includes the main retail, cultural, urban renewal, and housing opportunity precincts of the centre.

The amendment proposes to implement the built form and land use recommendations of the Elsternwick Structure Plan (2023) into the Glen Eira Planning Scheme.

Specifically, the amendment proposes to:

  • Replace the existing interim Design and Development Overlay Schedule 10 (DDO10) to Clause 43.02 with a new DDO10 that introduces permanent planning controls.
  • Rezone land to allow for mixed land uses and greater housing diversity as follows:
    • From Neighbourhood Residential Zone 1 (NRZ1) to Residential Growth Zone 1 (RGZ1): 1, 3 & 5 Bent St; 35, 37, 2/37, 3/37, 39, 41, 43, 45 & 47 Gordon St; 5, 7, 14, 16, 18, 20 & 22 McMillan St; 37, 39 & 41 Nepean Hwy.
    • From General Residential Zone 2 (GRZ2) to RGZ1: 21/39 Horne St; 9 McMillan St; 35 Nepean Hwy; 1 Downshire Rd.
    • From RGZ1 to Mixed Use Zone 1 (MUZ1): 2 & 8 Gordon St.
    • From RGZ1 to Commercial 1 Zone (C1Z): 201 & 205 Glenhuntly Rd; 2 Miller St.
  • Rezone land currently in two zones into a single zone in alignment with properties boundaries as follows:
    • From C1Z and RGZ1 to C1Z: 207 Glenhuntly Rd; 230-234 Glenhuntly Rd; 5 Horne St.
    • From MUZ1 and NRZ1 to MUZ1: 511-513, 515, 517, 519, 521 & 523 Glenhuntly Rd.
  • Update the DDO10 map by applying it to the same properties but also adding the following properties:
    • 2 Miller St.
    • 2 & 8 Gordon St.
    • 201, 205, 525, 527, 529, 531, 533, 535 & 537 Glenhuntly Rd.
    • Remainder of 207, 230-234, 296-298, 511-513, 515, 517, 519, 521 & 523 Glenhuntly Rd.
    • Remainder of 5 Horne St.
  • Update the local policy for the Elsternwick MAC by amending the Planning Policy Framework at Clauses 02.03-1 (Settlement and activity centres), 02.04-1 (Strategic Framework Plan), 11.03-1L (Activity centres), 15.01-2L-01 (Building design), 16.01-1L-01 (Housing supply), and 18.02-4L-02 (Car parking).
  • Amend the Schedule to Clause 72.08 by removing DDO10 as a Clause reference from the Quality Design Guidelines and by introducing the Elsternwick Structure Plan as a background document.

  • during office hours, at the office of the planning authority, Glen Eira City Council, Corner Glen Eira and Hawthorn Roads, Caulfield; and/or
  • at the Department of Transport and Planning website planning.vic.gov.au/public-inspection or by contacting 1800 789 386 to arrange a time to view the amendment documentation.

Any person may make a submission to the planning authority about the amendment. Submissions must be made in writing giving the submitter’s name and contact address, clearly stating the grounds on which the amendment is supported or opposed and indicating what changes (if any) the submitter wishes to make.

Name and contact details of submitters are required for the planning authority to consider submissions and to notify such persons of the opportunity to attend planning authority meetings and any public hearing held to consider submissions.

The closing date for submissions is 28 March 2025.

The planning authority must make a copy of every submission available at its office and/or on its website for any person to inspect free of charge until the end of the two months after the amendment comes into operation or lapses.
