Expressions of interest to lease kindergarten space for 5 years at Murrumbeena Family Centre

Glen Eira City Council is seeking expressions of interest from not-for-profit organisations to lease space at Murrumbeena Family Centre, 105 Murrumbeena Road, Murrumbeena VIC 3163. The organisation must be able to demonstrate that it can provide Victorian Government-funded kindergarten programs for three-year-old and four-year-old children which prioritise families who live, work, or study in the Glen Eira community.

This is an opportunity for an active and inclusive not-for-profit organisation to build supportive collaborations and partnerships within a family centre where everyone is welcomed, included, and supported. The kindergarten program would be co-located with a maternal and child health service, and a community room where supported playgroups and parent groups are run.

Key selection criteria*

  1. Established not-for-profit organisation licensed under the Education and Care Services National Law and Regulations, and approved to provide Victorian Government-funded kindergarten
  2. Demonstrated ability to provide high-quality early childhood education and care programs
  3. History of service delivery in the City of Glen Eira
  4. Capacity to work collaboratively in a co-located family centre hub, and with Council’s Family, Youth and Children’s Services department
  5. Financial capacity to fully fund capital upgrades to ensure the facility is fit to deliver three and four-year-old kindergarten programs (subject to landlord approval)
  6. Confirmation that if a standalone kindergarten provider, the organisation would become part of Council’s Central Registration Scheme

Terms of the lease

Leased Area:  Children’s Room 1 (34.63 m2), Children’s Room 2 (48.93 m2), Children’s Room 3 (35.65m2) and Children’s Room 4 (48.36 m2) together with two outdoor play areas (total 513.05 m2) and children’s toilets. As shown on the attached plan, accessible toilets, staff areas, an office, kitchens and storerooms are included.

Commencement date: Friday 1 November 2024 (or as mutually agreed)

Term: five (5) years only.  Applicants should be aware that the long-term future use of this property will be subject to a strategic property review and any renewal of a lease is unknown at this stage.

Year one rental charge: $104 plus GST, increasing by CPI on each anniversary of the commencement date.

Annual utility charges: 75 per cent of the utility charges for Murrumbeena Family Centre including electricity, gas, water.

General outgoings: the tenant will pay 75% of the general outgoing costs which are waste removal fees and charges, reimbursement of Council’s building insurance premium for the building and cleaning of the building, which includes their leased area.

Repairs, maintenance and capital improvements: the tenant will be responsible for day-to-day repairs and maintenance, and its own capital improvements within the leased area. Council will be responsible for routine and programmed maintenance and building structure.
