Notice of Conduct at Meetings and Common Seal Local Law 2024

Notice is given under section 74(4) of the Local Government Act 2020 (Vic) (the Act) that, at its Council meeting on 3 September 2024, Glen Eira City Council (Council) resolved to make the Conduct at Meetings and Common Seal Local Law 2024 (Local Law).

The objectives of the Local Law are to: 

  1. revoke Council’s Meeting Procedure Local Law 2019, which commenced operation on 7 November 2019; 
  2. create offences with respect to conduct at Council meetings and meetings of Delegated Committees; 
  3. regulate and control the use of Council’s Common Seal. 

The intended effect of the Local Law is to: 

  • protect the health, safety and wellbeing of Councillors, Council Officers and community members in attendance at meetings of Council and Delegated Committees; 
  • regulate the use of Council’s Common Seal;
  • establish penalties for offences relating to conduct at meetings of Council and Delegated Committees, and misuse of Council’s Common Seal; and
  • empower authorised Council officers to issue an infringement notice.

A copy of the Local Law is available for inspection, during office hours, from Council’s office at the corner of Glen Eira and Hawthorn Roads, Caulfield. It is also available on Council’s website at www.gleneira.vic.gov.au.
