It amendment proposes a number of changes to the planning scheme:

Amendment C237 proposes to introduce permanent planning controls into the Glen Eira Planning Scheme to provide greater certainty about the scale of future development in the commercial and mixed-use areas of Carnegie.
The introduction of a Design and Development Overlay (DDO9) to the centre will guide the heights and setbacks of new development so that their scale and form respond to the heritage character of Koornang Road and the adjoining residential areas.
The planning panel ran for six days over a two-week period from 12 February to 22 February.
Council received the planning panel report on 28 March 2024. The panel supported the amendment and recommended it be adopted subject to some changes.
It will be considered by Council for potential adoption in June. If Council adopts the amendment, it will be sent to the Minister for Planning for final approval.
The Elsternwick Structure Plan was adopted by Council on 15 August 2023.

Amendment C256 translates the proposed planning controls from the structure plan into the Glen Eira Planning Scheme to provide greater certainty about the scale of future development in Elsternwick.
The amendment proposes to introduce a Design and Development Overlay (DDO10) to the commercial and mixed-use areas of the centre on a permanent basis. Council has asked the Minister for Planning to authorise the amendment on 28 November 2023. When the amendment is authorised, its public exhibition will commence.
The Glen Huntly Structure Plan was adopted by Council on 12 September 2023.

Amendment C221 translates the proposed planning controls from the structure plan into the Glen Eira Planning Scheme to provide greater certainty about the scale of future development in Glen Huntly.
The amendment proposes to introduce a Design and Development Overlay (DDO14) to the commercial and mixed-use areas of the centre on a permanent basis. The DDO will guide the heights and setbacks of new development so that their scale and form respond to the heritage character of Glen Huntly Road and the adjoining residential areas.
Council has asked the Minister for Planning to authorise the amendment on 8 November 2023. When the amendment is authorised, its public exhibition will commence.
Amendment C255 proposes to implement the key directions of the Glen Eira Housing Strategy into the Glen Eira Planning Scheme. It guides different levels of housing growth and types to appropriate locations by introducing the future character and built form precincts via new and amended residential zone schedules and rezoning land. The amendment aims to improve Glen Eira’s housing diversity, landscaping and canopy tree cover, encourage quality building and design, enhance neighbourhood character and support sustainable land use. It will do this by strengthening local policy and planning controls.
Amendment C255 is right at the start of the amendment process. Officers have now prepared and submitted the amendment documentation to the Department of Transport and Planning. If Council receives authorisation from the Minister for Planning, it will proceed to go on public exhibition later in 2024 where submissions can be made.

The Caulfield East and Glen Huntly Heritage Review was adopted by Council on 2 May 2023

The amendment proposes to implement the recommendations of the Glen Eira Heritage Review of Caulfield East and Glen Huntly Final Report 2023 to include 15 individual places and 10 precincts into the Schedule to the Heritage Overlay, replace the Statement of Significance for HO66 with an improved statement and rename this precinct to the Caulfield South Commercial Junction Precinct, correct minor anomalies in the Schedule to the Heritage Overlay and remove the Neighbourhood Character Overlay and Design and Development Overlay from the Queens Avenue and Derby Crescent character precincts.
Council asked the Minister for Planning to authorise the amendment in May 2023. When the amendment is authorised, its public exhibition will commence.
The McKinnon Heritage Review was adopted by Council on 4 July 2023.

The amendment proposes to implement the recommendations of the City of Glen Eira McKinnon Heritage Review 2023 to include 15 individual places and two precincts into the Schedule to the Heritage Overlay and amend the Statement of Significance for HO75 (Ormond and Environs Precinct) as a number of properties are proposed to be removed from HO75 and placed into separate Heritage Overlays as part of this amendment.
Council asked the Minister for Planning to authorise the amendment in July 2023. When the amendment is authorised, its public exhibition will commence.
The Caulfield North Heritage Review was adopted by Council on 15 August 2023.

The amendment introduces new heritage overlays to significant places and precincts within the suburb of Caulfield North. The amendment also updates the Statements of Significance for two existing places and two existing precincts within Caulfield North. The mapped extent of the two existing precincts is proposed to be altered along with the significance rating of some properties within these precincts, which is reflected in the revised Statements of Significance. Lastly, three existing heritage overlays for individual places are proposed to be removed and these places will be included within wider precincts.
Council asked the Minister for Planning to authorise the amendment in September 2023. When the amendment is authorised, its public exhibition will commence.
The Elsternwick Structure Plan Heritage Review (part 2) was adopted by Council on 19 March 2024.

The amendment updates the Statements of Significance and alters the boundaries of two existing heritage precincts, updates the Statement of Significance for one existing heritage place, introduces two new heritage overlays to significant precincts within Elsternwick and rezones parts of the Elsternwick Major Activity Centre. The amendment also removes eight individual heritage overlays on places that are being absorbed into surrounding precincts and removes a number of non-contributory properties from the edges of existing precincts. The Neighbourhood Character Overlay and Design and Development Overlay are proposed to be removed from the Downshire Road Neighbourhood Character Area as this precinct is proposed to be included within a Heritage Overlay.
Council asked the Minister for Planning to authorise the amendment in April 2024. When the amendment is authorised, its public exhibition will commence.
The Caulfield South and Gardenvale Heritage Review was adopted by Council on 21 May 2024.

The amendment implements the recommendations of the City of Glen Eira – Caulfield South and Gardenvale Heritage Review Volumes 1 and 2, March 2024 by including sixteen places, three precincts and one group listing within the Heritage Overlay. The amendment also proposes to include revised Statements of Significance for two existing heritage precincts – HO17 Crompton Court and HO32 Hillcrest Estate Precinct. The description of HO32 is proposed to be amended from “Hillcrest Estate and Environs Precinct” to “Hillcrest Estate Precinct”.
Council asked the Minister for Planning to authorise the amendment in June 2024. When the amendment is authorised, its public exhibition will commence.
The Caulfield Structure Plan was adopted by Council on 20 September 2022.
Amendment C245 translates the proposed planning controls from the structure plan and supporting documents into the Glen Eira Planning Scheme to facilitate development in this important major activity centre (MAC). It will also provide certainty about the scale of future development in Caulfield.
The amendment proposes to introduce the Activity Centre Zone to land within the Caulfield MAC, specifically the Derby Road, Grange Road, Village West and Kambrook and Booran Roads precincts to facilitate increased housing and economic development. The amendment also proposes changes to overlays to protect places of heritage significance; support transport mode shift and appropriately deal with potentially contaminated land.
Council adopted the proposed amendment for authorisation by the Minister for Planning on 21 May 2024. When the amendment is authorised, its public exhibition will commence.
